The California ISO is launching a stakeholder initiative for the energy imbalance market and hosting a stakeholder meeting on April 11, 2013 to kick off the initiative. Please RSVP by April 9 and provide comments by April 19.
The ISO is initiating a new stakeholder process for an energy imbalance market (EIM) to develop the detailed design, address the necessary tariff changes, and consider other related policy issues, such as the process for parties to enter the EIM. The initial stakeholder meeting is scheduled for April 11, 2013 to discuss a straw proposal, which will be available on the ISO website by close of business April 4.
The energy imbalance market makes the ISO five-minute market available to non-ISO balancing authorities so their resources can be economically and automatically dispatched in real time. This market also leverages geographical diversities so regions can share resources during times of under- or over-generation. By capturing a wider portfolio of resources, an energy imbalance market optimizes available resources reducing the quantity of reserves required to ensure electricity shows up where and when it is needed.
At its March 20 meeting, the ISO Board of Governors authorized the ISO to enter into an EIM implementation agreement with PacifiCorp consistent with the parties' Memorandum of Understanding dated February 12, 2013.
The ISO will post an agenda and presentation on its website by close of business April 9 at http://www.caiso.com/informed/Pages/StakeholderProcesses/EnergyImbalanceMarket.aspx.
