Energy Imbalance Market Transitional Committee - Sector Participation Requested by 1/14/14

Summary

The California ISO has posted a template with instructions for participation in the sector development and nomination process for the Energy Imbalance Market Transitional Committee. Sector calls are scheduled on January 22 and 23, 2014. Please submit your interest in sector participation by January 14.

Main Text

At its November 7, 2013 meeting, the ISO Board of Governors approved the design of the Energy Imbalance Market (EIM) that will be implemented in fall of 2014. The November decision marked a major milestone in the expansion of the ISO real-time market outside of the ISO balancing authority area, which was first announced in February 2013 with PacifiCorp's commitment.

 

Interest in the EIM has grown throughout the Western Interconnect, requiring a need to develop a structure that will give EIM participants and other regional interests a voice in EIM decision-making process. On December 18, 2013, the ISO Board approved the formation of a transitional committee and its charter to fill this need for broad regional engagement.

 

The ISO would like to facilitate the development of the sectors, beginning the work to nominate parties interested in the transitional committee as outlined in the Draft Final Governance Proposal. The proposal is available on the ISO website at http://www.caiso.com/Documents/DraftFinalGovernanceProposal_EnergyImbalanceMarket.pdf. As described in the governance proposal, in order to conduct the first set of sector meetings, the ISO is requesting the following information be submitted by January 14, 2014:

Each entity, company, or organization (hereafter referred to as organization) interested in participating in the EIM governance process should identify with one of the established sectors.

Investor owned utilities (IOU)

 

b.

Publicly owned utilities (POU)

 

c.

Generators and marketers (GEN)

 

d.

Alternative energy providers (AEP)

 

e.

EIM participants (EIM)

 

f.

Governmental agencies (GOV)

 

g.

Public interest entities (PI)

Each organization should provide a single point of contact and contact information for future correspondence.

Each organization should indicate whether its point of contact is interested in being considered for the role of sector liaison, to organize stakeholders within their respective sectors.

 

The ISO has posted a Sector Participation Template with instructions for participation in the sector development and nomination process for the transitional committee, which is available at http://www.caiso.com/Documents/SectorParticipationTemplate-EnergyImbalanceMarketTransitionalCommittee.doc. Please submit the template with requested information to the ISO Assistant Corporate Secretary, Stacey Karpinen, at skarpinen@caiso.com by close of business on January 14.

 

The ISO has scheduled separate web conference calls for each of the seven sectors on January 22 and 23, 2014. The calls will be scheduled for 1.5 hours, but each sector may not need that much time. The ISO suggests the following draft agenda for each call:

Introductions

Select a sector liaison (a list of interested stakeholders will be provided prior to the call)

Discuss the scope of the sector groups and general operating procedures

Set schedule and logistics of future meetings

Determine type and amount of ISO assistance

Discuss the nomination and ranking process
