Main Text

The ISO has scheduled five conference calls on December 14 for key industry sectors within the energy imbalance market (EIM) footprint, including the ISO balancing authority area, to participate in the formation of a nominating committee responsible for selecting members of the EIM governing body.  The EIM governance structure was developed by the EIM Transitional Committee and approved by the ISO Board of Governors in September 2015. It includes an EIM Governing Body that will exercise certain delegated authority over market rules of the EIM.

Members of the EIM governing body are to be selected by a nominating committee of stakeholders from key industry sectors through a process designed to ensure that each nominee is a consensus choice of these stakeholder representatives.  Potential nominees would be identified after a nationwide search with assistance from an executive recruiting firm.  More information about the selection process is outlined in the EIM Governance Development final proposal which is available on the ISO website at http://www.caiso.com/Documents/Decision_EIM_Governance_Proposal-Proposal-Aug2015.pdf.

The ISO is initiating this process by hosting calls with each of the sectors described below.  Representatives from the ISO will be on the call to provide background and a tentative schedule for the selection process which includes two in-person meetings for the Nominating Committee.

The membership of each of these sectors is defined in the draft policy documents available on the ISO website at http://www.caiso.com/Documents/Decision_EIM_GovernanceDocuments-ProposedSelectionPolicy-Nov2015.pdf. The ISO Board of Governors will be considering these documents at their December meeting.  Please note that a publicly-owned utility that is either an EIM entity or a participating transmission owner should participate in that sector rather than in the publicly-owned utilities sector.

Sector calls to initiate the development of the EIM Regional Issues Forum will be conducted separately.  More information on those calls will be provided in a forthcoming market notice.
