Main Text

The ISO has posted draft tariff language for the Energy Imbalance Market (EIM) initiative to its website at http://www.caiso.com/Documents/DraftTariffLanguage_EnergyImbalanceMarket.doc. The draft EIM tariff was posted in MSWord version to facilitate review of specific comments supported by proposed changes, which generally represent the best means to reflect and understand stakeholder requests. The ISO requests stakeholder feedback to determine if the draft EIM tariff accurately reflects the market design approved by the ISO Board of Governors.

This first draft of the EIM tariff remains under review and development by the ISO. In particular, the ISO intends to further consider the appropriate use of defined terms from Appendix A in context of the EIM and the relationship with other tariff development efforts currently underway. In addition, the Full Network Model stakeholder process is underway and its final design will need to be considered in the EIM tariff.

The ISO acknowledges the ongoing review will change the draft EIM tariff presented here. However, these changes are expected to clarify the relationship between the EIM tariff and the existing tariff as amended by these related stakeholder initiatives - they will not change the EIM design. The first draft of the EIM tariff represents the approved EIM design, and the ISO welcomes stakeholder comments on that point.

A stakeholder meeting is scheduled on December 16 to discuss the draft tariff language.

Please submit comments on the draft tariff language to caisotariff@caiso.com by close of business December 5 and RSVP to smc@caiso.com by December 12 if you plan to attend the meeting in person.
