The California ISO has scheduled a virtual public stakeholder workshop on June 14, 2023, related to the Extended Day-Ahead Market (EDAM) ISO Balancing Authority Area (BAA) Participation Rules initiative. The workshop will concentrate on track A1 of the initiative and will focus on two specific elements: (1) an interim methodology for allocating ISO BAA resource sufficiency evaluation (RSE) failure surcharges and revenues; (2) criteria to set the ISO BAA’s net EDAM export transfer constraint (with particular emphasis on how the ISO BAA should set the “confidence factor”).
Materials will be posted to the EDAM ISO BAA Participation Rules initiative webpage prior to the workshop. The workshop will be recorded and the file posted to the initiative webpage for a limited time. Any related transcriptions should not be reprinted without the ISO’s permission.
Please submit written comments on the workshop discussion by end of day, June 28, 2023, through the ISO’s commenting tool using the link on the initiative webpage.
For reference, track A1 consists of the following four elements: (1) an interim methodology for allocating ISO BAA resource sufficiency evaluation (RSE) failure surcharges and revenues; (2) criteria to set the ISO BAA’s net EDAM export transfer constraint, including criteria for setting the “reliability margin” and criteria for setting the “confidence factor”; (3) transfer resource settlement and transfer revenue distribution; (4) process for recovering historical wheeling access charge revenues. ISO staff is planning to bring all four track A1 items to the September 2023 ISO Board of Governors meeting for a decision.
