Western EIM Regional Issues Forum: Revised Operating Guidelines Posted and Seeking Nominations for Liaisons, Call 9/1/21

MESSAGE

The Western Energy Imbalance Market (EIM) Regional Issues Forum (RIF) is a venue to discuss and share opinions on issues regarding the Western EIM and relevant topics.

 

While the EIM Charter has evolved over time, a significant set of changes for the RIF were recommended by the Governance Review Committee in 2021. They were approved jointly by the California ISO Board of Governors and the Western EIM Governing Body on May 6, 2021. As a result of these changes, as well as experience over time, the RIF is updating its Operating Guidelines. The proposed changes to the Operating Guidelines can be found on the RIF webpage.

 

Stakeholders are asked to review and submit written comments to initiativecomments@caiso.com on the revised Operating Guidelines by the end of the day Aug. 25, 2021. The proposed changes will be discussed on a public stakeholder call on Sept. 1, 2021.

 

In addition, there are several RIF liaisons who have indicated their intent to resign. And, as part of the changes approved by the ISO Board and the Western EIM Governing Body in May, the sector definitions have changed. Each sector of the forum is tasked with selecting liaisons whose roles are to organize and facilitate input and participation from their respective sectors on the topics and content of the forums. Therefore, the RIF has kicked off the process to solicit nominations to serve as a RIF liaison in each of the following sectors where there are impending vacancies:

 

  1. Western EIM entities (as defined in the ISO tariff; seeking one liaison);
  2. ISO participating transmission owners (as defined in the ISO tariff; seeking one liaison);
  3. Consumer-owned utilities located within an Western EIM balancing authority area that are not included in another sector (seeking one liaison);
  4. Independent power producers and marketers who engage in transactions within the Western EIM footprint (seeking up to two liaisons);
  5. Federal power marketing administrations may select one liaison (seeking one liaison).

 

NOTE: The public interest groups and consumer advocates sector has a full complement of two liaisons, who intend to remain in their positions.

 

The current list of liaisons is available on the RIF webpage on the Western EIM website. Interested parties should submit a statement of interest to scrowley@caiso.com by Sept. 10, 2021. Each sector will hold separate calls the week of September 20, to discuss and vote on candidate for the vacant position. All submittals will be available prior to the call on the RIF webpage.

 

The call will be recorded and the video file posted on the RIF webpage for a limited time. The recording is for informational and convenience purposes only, and any related transcriptions should not be reprinted without the ISO’s permission.
