The California ISO has launched a new initiative called External Load Forward Scheduling Rights Process and scheduled a public stakeholder workshop webinar on July 13, 2021. The purpose of this workshop is to obtain stakeholder input and perspectives on the problems and issues presented by the ISO’s current rules for managing schedule curtailments at its interties. In addition, the ISO seeks input on the guiding principles for a long-term solution to the problems presented and possible approaches to resolving these issues in a balanced and equitable manner consistent with open access principles.
This initiative will explore the development of a process for wheel-through transactions to obtain higher-priority scheduling rights across the ISO system particularly during high load periods and stressed system conditions. Additionally, the initiative will evaluate potential enhancements regarding the treatment of export transactions from non-resource adequacy generation.
The initiative stems from the work completed earlier this year during the Market Enhancements for Summer 2021 Readiness initiative, which resulted in an interim proposal that could be implemented this summer. The proposal specific to this topic – Export, Load, and Wheeling Priorities - was approved by the ISO Board of Governor’s at their meeting on April 21, 2021. Stakeholders interested in presenting their perspectives and input on the problems with the current rules, guiding principles and possible solutions are encouraged to contact the ISO at isostakeholderaffairs@caiso.com no later than July 7, 2021. Interested parties will be asked to submit presentation materials for the workshop. The ISO will provide an introductory presentation on the topic during the workshop. The presentation will be available prior to the workshop on the new initiative webpage at https://stakeholdercenter.caiso.com/StakeholderInitiatives/External-Load-Forward-Scheduling-Rights-Process.
