The California ISO has launched a new initiative called Energy Imbalance Market (EIM) Resource Sufficiency Evaluation (RSE) Enhancements and scheduled a two-day stakeholder workshop to discuss the issue paper on June 23 and 24, 2021. During the Market Enhancements for Summer 2021 Readiness initiative, the ISO committed to a comprehensive initiative to examine the design and implementation of the EIM’s existing resource sufficiency evaluation. The objective is to review the balancing, capacity, and flexible ramping tests to determine if any enhancements are needed to ensure the test components achieve their stated objective. In addition, this initiative will clarify what constitutes leaning, as well as determine appropriate consequences for a failure of the resource sufficiency evaluation. Stakeholders are invited to present their perspectives on the issues described in the paper, as well as potential design solutions at the workshop. If interested, please email the ISO at isostakeholderaffairs@caiso.com no later than June 7, 2021. Interested parties will be asked to submit presentation materials prior to the workshop. The ISO will present the issue paper topics first followed by presentations from stakeholders. Workshop materials will be posted on the initiative webpage at the link provided above.
The workshop discussions will be recorded and the video files posted on the initiative webpage for a limited time. Recordings are for informational and convenience purposes only, and any related transcriptions should not be reprinted without the ISO’s permission.
Please submit written comments on the issue paper and workshop discussions/materials by end of day July 9, through the ISO’s commenting tool using the link on the initiative webpage.
