The ISO has scheduled a public stakeholder call on September 19 to discuss the straw proposal for the new Local Market Power Mitigation Enhancements initiative, which will be available by close of business today on the ISO website at http://www.caiso.com/informed/Pages/StakeholderProcesses/LocalMarketPowerMitigationEnhancements2018.aspx.
This initiative will address market power mitigation issues recently raised by Energy Imbalance Market (EIM) participants and will examine changes to the reference level adjustment process developed as part of the recent Commitment Cost and Default Energy Bid Enhancements (CCDEBE) initiative. Although some of these topics are focused on EIM participant concerns, many will also apply to resources within the ISO balancing area, particularly a proposed modification to the reference level adjustment process for gas-fired resources. Many of the topics addressed in this initiative were initially discussed at the April 30, 2018 and July 19, 2018 EIM Offer Rules stakeholder working group meetings. In addition to the September 19 stakeholder call, the ISO is planning to host an in-person working group meeting on Oct. 10, 2018 to discuss the straw proposal in more depth with stakeholders prior to publishing the next proposal. Details regarding that working group will be provided in a future market notice.
An agenda and presentation for the September 19 call will be available prior to the web conference on the initiative webpage at link referenced above. A notice in the Daily Briefing will announce when the proposal is posted. Stakeholders or other interested parties should sign up for the Daily Briefing, a once-a-day email summarizing that day's notifications.
The call will be recorded and the video file posted on the initiative webpage for a limited time.
