The California ISO will be hosting a workshop series beginning with a two-day workshop on Feb. 11 and 12 for the Extended Day-Ahead Market Enhancements (EDAM) initiative. The objective of these workshops is to provide stakeholders with an opportunity to have in-depth discussions on the topics that were included in the issue paper for this initiative, which is available on the initiative webpage at http://www.caiso.com/StakeholderProcesses/Extended-day-ahead-market.
Based on stakeholder feedback, the ISO has bundled topics identified in the issue paper. The ISO is planning to publish a straw proposal following each workshop based on the workshop discussion and stakeholder comments on the specific topics. Comments received on the straw proposal will help determine if a revised straw proposal is warranted or if the stakeholder process can move to the next bundle of topics. If revisions are needed, the ISO may continue to host the second workshop before the proposal for the first bundle of topics has been fully vetted in order to stay on track with the schedule.
The stakeholder process proposed for each bundle of topics will occur over a minimum 17 week period as shown below:
- Week 1 - Post workshop presentations
- Week 2 - Workshop
- Week 4 - Workshop comments due
- Week 8 - Straw proposal posted
- Week 9 - Stakeholder meeting
- Week 15 - Stakeholder comments
- Week 17 - Communicate next steps
The two-day workshop in February will be focused on the transmission provision, resource sufficiency evaluation, and distribution of congestion rents topics as described in the paper. The second bundle of topics will include discussions on accounting for greenhouse gas costs, ancillary services, phase 2 of the full network model, and the administrative fee for EDAM. The last bundle of topics will cover price formation, convergence bidding, external resource participation, and other items that were included in the issue paper or identified through the stakeholder process.
Stakeholders are encouraged to present their proposals for how to address these topics as they relate to this initiative during the workshops. If interested in presenting during the February workshop, please email isostakeholderaffairs@caiso.com by Jan. 28 and indicate which topic(s) you would like to discuss. Presentations for this workshop will be due to the ISO at the email address listed above by close of business Feb. 4, 2020.
Because certain aspects of the Day-Ahead Market Enhancements (DAME) initiative correlate with EDAM, the ISO plans to host a stakeholder meeting on Feb. 10 to review the next proposal for this initiative. Schedules for DAME and EDAM have been closely aligned in an effort to help stakeholders plan for resources needed to engage in both initiatives. Details related the DAME meeting will be provided in a forthcoming market notice.
The ISO will issue a follow up market notice in early January to remind stakeholders who are interested in presenting to notify the ISO, which will help determine the schedule and agenda.
