The first quarter 2021 Market Issues and Performance Report includes coverage of market performance in both the day-ahead and real-time Western Energy Imbalance Market (EIM). Market prices increased, relative to the same quarter of the prior year, but remained competitive. Factors contributing to higher electricity costs included record high gas prices in February, lower hydro-electric production in California, and higher outage rates. In addition to the expansion of the Western EIM, the report includes special issue coverage of the ISO implementation of the first phases of two initiatives: FERC Order 831 compliance and the Commitment Costs and Default Energy Bids Enhancements.
